Somehow setting a goal in terms of percentage does not work for me, and I have been a language teacher for more than three decades. I prefer to think of what I’d like to be able to achieve in a different manner. For instance I want to be able to read the Dagens Nyheter (Swedish newspaper) articles I’m interested in without checking up too much vocabulary. It is actually one of my goals.
I think I feel I check up words too often when I get frustrated and so the pleasure of reading something in the target language simply vanishes. I am afraid I am not good at quantifying.
I know what you mean. I think it’s key to find material that’s at the right level for reading for pleasure. Makes it less of a chore. Not always easy to do, though.

I love this as a goal, Isabelle. Would you feel comfortable defining how many times is "too much checking up" or do you feel like that would ruin it?
